Murcia approves construction of 8,700 new homes in Corvera and Baños y Mendigo
The new housing developments will go ahead following a modification to the General Urban Development Plan

The construction of 8,700 new homes in the central Murcia districts of Corvera and Baños y Mendigo has taken a major step forward following approval by the Plenary of Murcia Town Hall. The green light was given this Thursday May 29 to a modification of the municipality’s General Urban Development Plan (PGOU), paving the way for large-scale residential expansion in these areas of Campo de Murcia.
According to the approved plans, three key sectors will be developed: ZU-SB-CV5 in Corvera with 1,673 homes; ZU-SB-BM13 in Baños y Mendigo with 4,659 homes; and ZU-SR-BM14, also in Baños y Mendigo, with 2,403 homes.
The urban planning modification must now be published in the Official Gazette of the Region of Murcia (BORM). Once published, it will enter a 30-day public consultation phase, during which objections or suggestions can be submitted.
Antonio Navarro, Councillor for Urban Planning with the Murcia City Council, clarified that the homes will be built on developable land. However, not everyone is convinced by the council’s vision. Critics, particularly from the PSOE party, have voiced concern over the environmental and financial burden such developments could bring.
“It entails high costs for the Town Hall, with an increase in mobility to the area, waste collection and garden maintenance. How are they going to pay for all this?” asked PSOE spokesman Ginés Ruiz during comments to the press prior to the plenary session.
In response, Navarro emphasised that “this is not about a resort”, despite the presence of several existing resorts in the surrounding area. He defended the need for such developments, arguing they are essential for boosting local tourism and aligning Murcia with the infrastructure of other large cities in Spain.
These 8,700 new homes form part of a wider trend of urban growth in both the central municipality and the broader Region of Murcia, where numerous housing projects are either under construction or in the planning pipeline.
